Con Edison takes a set amount off the monthly electric and gas bill for lower-income customers in Staten Island (Richmond County). You qualify if you get SNAP, SSI, Medicaid, HEAP, Lifeline phone service, a veterans disability or survivors pension, or federal public housing help. If you do not get those benefits, you can still qualify through the Enhanced EAP if your household income is below the area median: up to $113,400 a year for one person or $129,600 for two. Discounts in 2026 run from $1 to about $190 a month per service, and the biggest discounts go to the lowest incomes. HEAP households are enrolled on their own. Others sign up online with Con Edison or call the Enhanced EAP line at 1-877-400-2501.
