How to apply for County Adult Assistance Programs (CAAP) — General Assistance (San Francisco)

San Francisco Human Services Agency (SFHSA)

Who it's for

San Francisco's County Adult Assistance Programs (CAAP) provide cash assistance and employment services to low-income San Francisco residents who have no dependent children — including indigent adults, immigrants, refugees, and people who cannot work. For low-income seniors it is mainly a bridge while a Supplemental Security Income (SSI) or Cash Assistance Program for Immigrants (CAPI) claim is pending. Benefits include a monthly cash benefit of up to $588 issued on an EBT card, a free monthly Muni Fast Pass, options for shelter placement, and access to employment and training services. Eligibility is based on San Francisco residency, income, expenses, and assets. To apply, attend an Initial Intake — start the online application at MyBenefits CalWIN or contact SFHSA at the service center at 1235 Mission Street, San Francisco, or call 1-415-557-5000. SFHSA also helps seniors 65+ and disabled or blind adults apply for the Cash Assistance Program for Immigrants (CAPI) if they do not qualify for SSI/SSP.

CAAP has conditions the scan cannot check for you: you must be a low-income San Francisco resident without dependent children, meet the program's income, expense, and asset tests, and complete an Initial Intake. Maximum cash benefit is $588 per month on an EBT card plus a free Muni Fast Pass; the actual amount depends on your housing and income. Start the online application at MyBenefits CalWIN, or call SFHSA at 1-415-557-5000, or visit the service center at 1235 Mission Street, San Francisco. If you are 65+ or disabled and do not qualify for SSI/SSP, SFHSA will also help you apply for the Cash Assistance Program for Immigrants (CAPI).
