How to apply for Pennsylvania Veterans' Temporary Assistance (Emergency Financial Help)
Pennsylvania Department of Military and Veterans Affairs (DMVA)
Who it's for
Pennsylvania provides temporary financial assistance of up to $1,600 in a 12-month period to veterans and their unmarried surviving spouses who face a direct and immediate need for the necessities of living — food, shelter, fuel, and clothing. The veteran must have served on active duty and been discharged under honorable conditions, or have a service-connected disability certified by the VA, or have died in service. Applicants must be bona fide Pennsylvania residents and not already receiving enough help from another state or federal agency for the same need. Apply through the County Director of Veterans Affairs in the county of residence — the help is free to request and the grant does not have to be repaid.
Approval requires showing a clear, present, direct, and immediate need for temporary help with shelter or the necessities of living, and that no other state or federal agency is already providing enough assistance for that need. Unmarried surviving spouses of eligible veterans can also apply. The County Director of Veterans Affairs reviews each application and can confirm what counts as a qualifying need.
What you'll need
- DD-214 or other military discharge paperwork (or VA certification of a service-connected disability)
- Proof of Pennsylvania residency
- The bills or notices showing the immediate need (rent, food, fuel, clothing)
Where to apply

Step by step
- Confirm you are eligible. You must be a Pennsylvania resident who is a veteran discharged under honorable conditions, has a VA-certified service-connected disability, or is the unmarried surviving spouse of an eligible veteran. You must also have a clear, present, and immediate need for help with food, shelter, fuel, or clothing that no other state or federal agency is already covering.
- Gather your military discharge paperwork, such as your DD-214, or a VA certification of a service-connected disability if that applies to your situation.
- Collect proof of Pennsylvania residency, such as a current utility bill, lease, or government-issued document showing your Pennsylvania address.
- Pull together the bills or notices that show your immediate need — for example, a past-due rent notice, a fuel shutoff warning, or a receipt showing a food or clothing need.
- Apply online through the Pennsylvania Department of Military and Veterans Affairs. Your application goes to the County Director of Veterans Affairs in the county where you live.
- After submitting, contact your County Director of Veterans Affairs if you have questions about what counts as a qualifying need or want an estimate of how long processing may take, as processing times vary.
What to expect: After you submit your application, the County Director of Veterans Affairs in your county reviews it to confirm that your need is direct and immediate and that no other agency is already providing enough help for that same need. If approved, the grant covers up to $1,600 within a 12-month period and does not have to be repaid. Processing times vary, so reach out to your County Director for a timeline estimate. There is no mention of a set renewal period — if a new emergency need arises, contact your County Director to ask whether you can reapply.
