How to apply for VTA ACCESS Paratransit (Santa Clara County)
Santa Clara Valley Transportation Authority (VTA)
Who it's for
VTA ACCESS (formerly OUTREACH) is VTA's federally mandated ADA complementary paratransit service for Santa Clara County residents who cannot use fixed-route bus or light rail because of a physical, visual, or cognitive disability. Eligibility is functional, not based on age, income, or inability to drive — having a disability does not automatically qualify you. Certification involves submitting a one-page Data Card, a roughly 30-minute phone interview, and a possible physician follow-up, with an eligibility-determination letter mailed within 21 days. Determinations are Unconditional (use anytime), Conditional (use when bus/rail is not workable), or Temporary. Standard one-way trips are $4 and premium trips $16. Service matches VTA's fixed-route service area and hours.
ADA paratransit eligibility is functional, not based on age or income, and is determined through a Data Card plus a roughly 30-minute phone interview (and possible physician follow-up), with a decision mailed within 21 days — the scan cannot perform that evaluation. Begin the certification process by calling VTA ACCESS Eligibility at 1-408-321-2381.
What you'll need
- Completed VTA ACCESS Data Card (available online or by mail)
- Information provided during the ~30-minute eligibility phone interview
