Colorado's Low-income Energy Assistance Program (LEAP) helps pay part of winter heating costs. Residents of Logan County can get a LEAP application or help applying from the Logan County Department of Social Services. The county page says LEAP helps with home heating costs from November 1 to April 30 each year, and most payments go straight to the heat or fuel provider.
