Who it's for

The Connecticut Energy Assistance Program (CEAP) is the state's LIHEAP program. It helps households pay for winter heat, whether they heat with a utility such as gas or electric or with delivered fuel such as oil or propane. For the 2026-2027 season, a household of one can have yearly income up to $48,714 and a household of two up to $63,703 (60% of the state median income). If anyone in your household gets SNAP, TFA, SSI, or State Supplement benefits, you meet the income rule automatically. Households with someone 60 or older, a person with a disability, or a child under 6 count as vulnerable and get higher benefits. Renters whose heat is included in the rent can get a smaller cash benefit. Households that heat with oil or other delivered fuel and run out may get crisis help. Apply online, by phone, by email, by mail, or in person through your local Community Action Agency. To find your agency, call 2-1-1. Applications are accepted until May 31, 2027.

Benefits are paid for the 2026-2027 heating season and depend on income, household size, and vulnerability. Crisis and extra deliveries depend on available funding. Your local Community Action Agency and DSS make the final decision.
