Northeast Florida Community Action Agency (NFCAA) is the designated Community Action Agency serving Baker County (along with Clay, Duval, Flagler, Nassau, Putnam, and St. Johns counties). NFCAA administers the Low Income Home Energy Assistance Program (LIHEAP) for utility bill assistance AND the federal Weatherization Assistance Program (WAP) for Baker County. Baker is one of the FIVE NFCAA counties where WAP is available (Baker, Duval, Flagler, Nassau, Putnam) — Clay and St. Johns do NOT have NFCAA-administered WAP. LIHEAP provides financial assistance for electric bills, deposits, and past-due utility bills; benefit amounts depend on total household income, household composition, and whether there are elderly residents, disabled individuals, or children under age 6 — senior-headed households receive application priority. WAP provides up to ~$5,000 of home weatherization measures (attic and wall insulation, weather-stripping, HVAC tune-up or replacement for severe cases) to reduce ongoing energy costs. The Florida LIHEAP income gate is set at 60 percent of the State Median Income, capturing most retired seniors on Social Security alone or modest pension+SS combinations. Baker County is one of the FIVE NFCAA counties with active WAP — significantly raising the maximum dollar value of NFCAA assistance for Baker homeowners. NFCAA administers Baker County LIHEAP on a first-come-first-served basis — funds can exhaust mid-year; apply early in the cooling season (February-March) and heating season (November-December). WAP has substantially longer wait times — 6-18 months depending on funding availability and energy-audit capacity. WAP is one-time-per-home: once a home has been weatherized, it generally cannot receive WAP again for 8+ years. For renters, WAP requires written landlord consent. NFCAA's seven-county service area means physical intake sites may not be located in Baker — Macclenny residents may need to apply via mail, use the BCCOA Duval shuttle (fl.baker.bccoa_transit) to reach a Jacksonville-area intake site, or apply during a periodic outreach event.
