The Meals on Wheels program delivers home-delivered meals Monday through Friday (5 days/week) to homebound Clay County seniors. Eligibility for Meals on Wheels requires that the senior be (1) age 60+, (2) homebound (even temporarily — recovery from surgery or illness counts), (3) unable to prepare a nutritious meal due to functional limitations, and (4) without a person available to help on a regular basis. A Case Manager visits the home to complete an assessment, answer questions, and recommend services — there is no charge for the assessment. The Council also offers congregate meals at senior community centers, in-home services (personal care + light housekeeping + errands), and adult day care for caregiver respite. Council on Aging Clay County Meals on Wheels has a strict four-part eligibility test: age 60+, homebound, unable to prepare meals, AND no one available to provide regular help. The fourth criterion (no helper) is the most-often-misunderstood — if an adult child lives with the senior and can prepare meals, the homebound senior may not qualify for Meals on Wheels regardless of functional ability. Congregate meals at senior centers have a lower bar (60+ and ambulatory enough to attend) and may be more accessible for seniors who don't meet all four MoW criteria. Suggested-donation pricing applies to congregate meals; subsidized via OAA Title III-C with private-pay options available. A case manager home visit is required before MoW service starts — this typically processes within 2-3 weeks of initial call.
