How to apply for Supporting Older Adults with Resources (SOAR) — Maryland

Who it's for

SOAR is a Maryland Department of Aging program that helps older adults who need help with daily activities stay in their homes. It offers case management and home and community supports that may include personal care, homemaker and chore help, meals, transportation, safety-related minor home repairs, adult day care, medical supplies, emergency response systems, and respite care. It can also pay part of the monthly fee for assisted living. It is for Marylanders 62 and older with income under 60% of the state median income and limited assets, including people who do not qualify for Medicaid or are on a Medicaid waiver waitlist. In 2026 Maryland combined three older state programs into SOAR. Services depend on yearly state funding. To apply, contact Maryland Access Point or your local Area Agency on Aging, or call the Department of Aging at 1-800-243-3425.
