How to apply for Low Income Energy Assistance Program (LIEAP)

Who it's for

LIEAP is North Carolina's heating-assistance program (federally funded by LIHEAP). It makes a one-time payment directly to your heating vendor to help with winter heating costs. Households that include someone age 60 or older, or a person with a disability receiving services through the Division of Aging, can apply starting December 1; everyone else can apply January 1 through March 31, or until funds run out. Income must be at or below 130% of the federal poverty level. Apply at ePASS or your county DSS.

Income must be at or below 130% of the federal poverty level. Households with a member age 60+ or a disabled person receiving Division of Aging services get an earlier application window (starting December 1), not a higher income limit. This is a one-time annual benefit paid to your heating vendor, applied for through your county DSS while funds last (the general window is January 1 - March 31). The agency makes the final determination.
