How to apply for Medicare Savings Program (North Carolina) — QMB / SLMB / QI

North Carolina Department of Health and Human Services, Division of Health Benefits (NC Medicaid)

Who it's for

Medicare Savings Programs help people with Medicare pay their Part B premium, and (at the QMB level) also deductibles, coinsurance, and copays. North Carolina has three levels — QMB (MQB-Q), SLMB (MQB-B), and QI (MQB-E) — with rising income limits. In 2026 the highest level (QI) reaches about $1,816/month for one person and $2,455/month for a couple; the resource limit is $9,950 for one person and $14,910 for a couple. Apply at ePASS or your county DSS.

The income limit shown is the highest level (QI). QMB (full premium + cost-sharing help) and SLMB cut off at lower income — a SHIIP counselor can tell you which level fits. QI has capped funding and is awarded by application date, so apply early. 2026 income and resource figures are the federal MSP standards (medicare.gov); QMB enrollees should not be billed for Medicare-covered services.
