How to apply for LIHEAP and Oregon Energy Assistance Program (OEAP)

Who it's for
Oregon's energy assistance programs help low-income households pay heating and electric bills. Payments go straight to the utility or fuel company. LIHEAP can also help repair or replace an unsafe or broken heating system. OEAP helps Pacific Power and Portland General Electric customers avoid shutoffs. Household income must be at or below 60% of Oregon's median income. For October 2026 through September 2027 that is $3,360.50 a month for one person, $4,394.50 for two, $5,428.50 for three, and $6,462.50 for four. You must have documented energy costs, and renters and owners can both apply. Help is given by local Community Action Agencies, and people who are homebound can ask to apply by phone, mail or home visit. For questions, call OHCS at 1-800-453-5511, option 1.
Being eligible does not guarantee help: funds are limited and each Community Action Agency sets some of its own rules. Renters whose energy costs are included in subsidized rent usually do not qualify. The local agency makes the final decision.
