How to apply for Medicare Savings Programs (QMB, SLMB, QI/SMF)

Who it's for
Medicare Savings Programs help people with Medicare Part A pay their Medicare costs. QMB pays Part A and Part B premiums, deductibles and co-insurance. SLMB and QI (called the SMF benefit in Oregon) pay the Part B premium. Monthly income limits from March 2026 through February 2027 are QMB $1,330 for one person or $1,804 for a couple, SLMB $1,596 or $2,164, and QI $1,796 or $2,435. There are no asset limits for these programs in Oregon. Apply at a local ODHS office, online at ONE.Oregon.gov, or by calling the ADRC at 1-855-673-2372.
Shown against the highest tier (QI/SMF); lower income qualifies for more help. You must have Medicare Part A. The SMF benefit has a yearly enrollment cap, and people who get any other Oregon Medicaid benefit cannot get SMF. ODHS makes the final decision, usually within 45 days.
