How to apply for LIURP — Low Income Usage Reduction Program (Utility Weatherization)

Who it's for
LIURP lowers your electric or gas bill by fixing the reasons your home uses so much energy. Your utility company sends someone to install energy-saving work at no cost to you — insulation, furnace repair or replacement, water heater upgrades, health and safety fixes, and advice on cutting usage. A smaller bill is easier to keep up with. Every electric and gas utility in Pennsylvania is required to run a LIURP, so ask your own utility by name. Utilities give priority to homes using the most energy, because those homes save the most.
There is no single statewide income limit. LIURP generally follows the same 150% of the federal poverty level line as the Customer Assistance Program — $1,995 a month for one person in 2026 — but the PUC notes "The income levels may be slightly higher for LIURP, CARES and Hardship Funds", and each utility sets its own. LIURP rules also let a utility spend part of its budget on households between 150% and 200% of the poverty level that have special needs. Utilities prioritise the highest energy users, so qualifying on income does not guarantee a job, and there may be a waiting list.
