The Low-Income Home Energy Assistance Program (LIHEAP) helps with home energy bills: heating costs in the winter and cooling costs in the summer for those who qualify. In Arkansas, you apply through the community-based organization for your county. For Monroe County, that is Mid-Delta Community Services, 610 S. Biscoe St., Helena, phone (870) 338-6406. It serves Lee, Monroe, Phillips and Prairie counties. Do not send your application to the Arkansas Energy Office. LIHEAP never charges a fee to apply.

The community action agency decides eligibility and the benefit amount, and help depends on available funds and the application season.
