How to apply for HICAP: free Medicare counseling in California (Health Insurance Counseling and Advocacy Program)

California Department of Aging (CDA), through local HICAP offices

Who it's for

HICAP is California's State Health Insurance Assistance Program (SHIP). Trained counselors give free, confidential, one-on-one help with Medicare, Medicare Advantage and Part D drug plans, Medigap, long-term care insurance, and other health insurance questions. HICAP can also give legal help or referrals for Medicare and long-term care insurance problems, and runs community classes on Medicare and Medi-Cal. Counseling is for people 65 or older who are eligible for Medicare, younger people with a disability who are eligible for Medicare, and people who will soon be eligible. Every county has a local HICAP office. Call 1-800-434-0222 to reach the office for your county.

Counseling is free and does not sell insurance. Counselors help you understand your choices and apply, but Medicare, Social Security, or the state makes the decision on any benefit.

People who qualify for one senior program often qualify for others. See everything you may qualify for — free, no SSN, about five minutes.
