How to apply for Sacramento County Utility Rate Assistance (water, garbage and sewer) in California

Sacramento County Consolidated Utilities Billing & Service (Department of Waste Management and Recycling and Sacramento County Water Agency)

Who it's for

Sacramento County gives a monthly credit on its utility bill to customers who already get a low-income energy discount. There is a garbage (waste) credit and a separate water credit, and qualifying homes are also enrolled in the SacSewer sewer lifeline credit. To qualify, your home must get utility service from Sacramento County, you must live there, and you must be enrolled in SMUD's Energy Assistance Program Rate (EAPR) or PG&E's CARE discount. For the water credit you must also own the home. Fill out the application and send proof of your EAPR or CARE enrollment, or call 916-875-5555.

Only for homes billed by Sacramento County for garbage, water or sewer service; many homes inside city limits get these services from their city instead. You must first be enrolled in SMUD EAPR or PG&E CARE, which have their own income limits. The water credit is for homeowners only. One credit per household, and the county can end the program at any time. Not legal or financial advice.
