How to apply for Holmes Transportation (Tri-County Community Council) — Door-to-Door Paratransit

Holmes Transportation — operated by Tri-County Community Council, Inc. (TCCC), with TCCC headquarters at 302 Oklahoma Street, Bonifay FL 32425 (TCCC's main office is in Holmes County); TCCC is the designated Community Transportation Coordinator (CTC) for the Florida Transportation Disadvantaged (TD) program in Holmes County; door-to-door paratransit serving medical, nutritional, shopping, education, recreation, and employment trips

Who it's for

Holmes Transportation is operated by Tri-County Community Council, Inc. (TCCC) — and notably, TCCC's main office and operations headquarters are located in Holmes County (302 Oklahoma Street, Bonifay), making Holmes the operational center of TCCC's four-county service area (Holmes, Walton, Washington, Santa Rosa). The Holmes Transportation Yard & Maintenance Shop is at 602 McGee Road, Bonifay. The service is door-to-door paratransit coordinating medical and non-medical trips for Transportation Disadvantaged residents — including non-emergency medical treatment, nutrition trips, shopping, education, recreation, employment/training, and other daily needs. Eligibility uses the Florida TD framework: age 60+ OR documented disability OR low-income transportation-disadvantaged status — any one of three pathways qualifies. Holmes County does NOT operate a fixed-route bus system — TCCC paratransit is the only public-transit option. Reservations are available Monday through Friday 8:00 a.m. to 4:30 p.m. Apply by calling 850-547-3688 or fax 850-547-2504.

Holmes County has NO fixed-route public bus system — Holmes Transportation via TCCC is paratransit only (door-to-door). All trips require advance reservation; same-day rides are typically not available. Florida TD framework's three-pathway eligibility (60+ OR disability OR low-income) is broad, so most Holmes seniors qualify. Trip purposes span medical, nutritional, shopping, education, recreation, and employment — broader than peer counties that limit TD trips to medical only. For tertiary medical care, Holmes seniors are typically referred to Doctors Memorial Hospital Bonifay (local), Northwest Florida Community Hospital Chipley (Washington County), Ascension Sacred Heart Bay (Panama City), or Dothan AL hospitals — TCCC can sometimes coordinate cross-county trips when scheduled with adequate lead time. Holmes County's small population (~19K) means trip availability is highly dependent on shared-ride scheduling efficiency.
