How to apply for PSTA Access ADA Paratransit

Pinellas Suncoast Transit Authority (PSTA)

Who it's for

PSTA Access (previously called DART) is Pinellas Suncoast Transit Authority's ADA-mandated shared-ride paratransit service. Eligibility is based on how a person's disability — under the ADA — affects daily life activities, specifically whether you can travel to a bus stop, board a fixed-route bus, and navigate the PSTA system. PSTA Access does NOT make eligibility decisions based on the type of disability, medical history, or a specific diagnosis; the test is functional. The application process is unusually accessible: call (727) 540-1888 to request an application (delivered by email, mail, or fax), complete a 30-minute mobility phone consultation with PSTA, complete medical verification, and receive a written eligibility determination by mail within 21 days. As a meaningful added benefit not offered by most paratransit systems, qualifying for PSTA Access also makes you eligible for a free PSTA bus pass for all regular fixed-routes, plus optional travel training to help you learn how to ride fixed-route service safely.

PSTA Access eligibility is decided by the 30-minute mobility consultation + medical verification — not by diagnosis or age alone. This scan can tell you that you appear functionally eligible to apply. As a notable bonus, qualifying for Access also gets you a FREE PSTA bus pass for fixed-route service — so a senior who qualifies for Access on paratransit also rides Pinellas fixed-route at no cost. Apply by calling (727) 540-1888 to request the application.
