How to apply for LIHEAP energy assistance (Operation Threshold) — Buchanan in Iowa

Operation Threshold Community Action Agency

Who it's for

The Low-Income Home Energy Assistance Program (LIHEAP) helps low-income households pay part of their winter heating costs. In Buchanan County, Operation Threshold takes applications. Households with an elderly or disabled member can apply starting October 1, 2026; all other households can apply starting November 1, 2026. Iowa accepts applications through April 30, and household income must be at or below 200% of the federal poverty guidelines. Get an application at an Operation Threshold office, such as the Buchanan County office at 105 2nd Ave. NE in Independence (office 319-334-6081), or call 319-291-2065.

The community action agency decides eligibility and the benefit amount, and help depends on available federal funds. LIHEAP is meant to help with part of the heating bill, not all of it.
