How to apply for Iowa property tax credit for homeowners 70 and older (property tax freeze)
Iowa Department of Revenue, through your county treasurer
Who it's for
Iowa homeowners age 70 or older can get a property tax credit with higher income than the regular senior credit allows. Household income must be less than 250% of the federal poverty level. For the 2026 claim (2025 income) that is $39,125 for one person, $52,875 for two, $66,625 for three, or $80,375 for four. The credit is the larger of the regular senior credit or the amount your property taxes have grown since the first year you filed. This works like a freeze: your tax bill is held at the level of your first claim year. You must file Form 54-001 with your county treasurer every year, between January 1 and June 1, to keep the full benefit.
You must file every year to keep the full benefit. The credit only grows when your property taxes rise above your first-year amount, so the benefit can be small at first. The county treasurer decides the claim.

What to expect: After you apply, the county treasurer decides your claim. Processing times can vary, so ask the county treasurer if you want an estimate. This credit works like a freeze based on your first claim year, so the benefit may be small at first and only grows if your property taxes rise above that first-year amount. To keep the full benefit, file Form 54-001 again each year by June 1.
