Who it's for
Illinois LIHEAP for Cook County residents is delivered through CEDA (the Community and Economic Development Association of Cook County) — the designated Community Action Agency / LIHEAP administering agency for both the City of Chicago and suburban Cook. CEDA provides the one-time LIHEAP heating/cooling benefit, the year-round PIPP (Percentage of Income Payment Plan) with monthly bill credits, reconnection assistance, weatherization, and CSBG emergency help (rent/utility/food). Cook LIHEAP is run by CEDA (LIHEAP + PIPP + weatherization + CSBG). ≤200% FPL; seniors 60+ get priority windows. CEDA also covers the City of Chicago Utility Billing Relief intake in some cases.
