Who it's for

Cass County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Applications: New applicants apply in person during an annual open-enrollment period set by the Collector; the 2027 window is April 12, 2027 through July 9, 2027, 9AM-3PM. Applications are not accepted during August, September, October, November or December.. Cass County Senior Citizens Real Estate Tax Credit, administered by Collector of Revenue Chris Molendorp, 2725 Cantrell Rd., Harrisonville, MO 64701-4004 (Mill-Walk Mall). New applicants must apply IN PERSON at the Collector's office unless special arrangements are made; residency is proved with a utility bill from the last 60 days or a current voter registration card, plus Missouri photo ID. Under Ordinance 26-01 (adopted January 7, 2026) seniors already enrolled no longer file an annual renewal — 'Once a senior enrolls, they are always enrolled. It's now a continuous credit until cancelled.' The credit is personal, not attached to the home: 'It does not transfer to a buyer or an heir.' General obligation/debt-service levies, the Missouri State Blind Pension Fund portion, special assessments, NIDs and CIDs are held harmless and are not frozen. Homes under construction, vacant homes, commercial property and properties in the Harrisonville Square / Belton Old Town Chapter 353 districts are ineligible. Roughly 14,000 senior households were enrolled as of July 2026. Apply through the county's program office.

The freeze applies only to the primary residence, requires an application with Cass County (often annually), and county rules control what is frozen and any home-value limits — the county makes the final determination, so this shows as a may-qualify result.
