How to apply for Senior Property Tax Freeze (SB 190) — Newton

Newton County (program authorized by RSMo 137.1050, adopted by county action)

Who it's for

Newton County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Applications: February 1 through May 31 annually; applications accepted 9:00 am - 3:30 pm Monday-Friday. The collector's home page states: "Senior Citizen Tax Credit Applications and Renewals are taken from February 1st through May 31st Annually, Monday through Friday from 9:00am-3:30pm." The program FAQ (https://www.newtoncountycollector.com/docs/sb190frequent.pdf) explains: "The Missouri Senior Tax Credit became available to allow qualified senior taxpayers to place a hold on the assessed residential value of their primary residence for future years," that an applicant "may only apply for their PRIMARY RESIDENCE in Newton County," that renewal is required annually between February 1 and May 31, and that "This program is NOT an exemption. You still pay real estate taxes on your home." Required documents: Missouri photo ID (color copy if mailed/emailed), voter registration card or a utility bill no more than 3 months old, a copy of the deed (plus trust or LLC documents where applicable), and the prior-year real property tax receipt. All applications must be notarized; a free notary is available at the Collector's Office. Pick-up locations: Newton County Collector's Office, 101 S Wood St Suite 203, Neosho MO 64850, and the Newton County Assessor's Office, Suite 205. Apply through the county's program office.

The freeze applies only to the primary residence, requires an application with Newton County (often annually), and county rules control what is frozen and any home-value limits — the county makes the final determination, so this shows as a may-qualify result.
