How to apply for Senior Property Tax Freeze (SB 190) — Ralls
Ralls County (program authorized by RSMo 137.1050, adopted by county action)
Who it's for
Ralls County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Ralls County's Senior Real Estate Tax Relief page links the county Order & Ordinance (https://rallscountymo.gov/wp-content/uploads/SB190-SB756.pdf), the 2025 Base Year Application, and an FAQ (https://rallscountymo.gov/wp-content/uploads/2026/03/Ralls-County-Senior-Real-Estate-Property-Tax-Relief-Program-2025-Base-Year-FAQ.pdf). The FAQ defines an Eligible Taxpayer as a Ralls County resident 62 or older before January 1 of the Initial Credit Year, who is an owner of record (or holds legal/equitable interest by written instrument), is liable for the real property taxes, does not owe back taxes, and resides in the home on January 1. Applications go to the Collector's office; a renewal application is required for subsequent years. Courthouse: 311 S. Main Street, New London, MO 63459. Apply through the county's program office.
The freeze applies only to the primary residence, requires an application with Ralls County (often annually), and county rules control what is frozen and any home-value limits — the county makes the final determination, so this shows as a may-qualify result.
