How to apply for Senior Property Tax Freeze (SB 190) — Scott

Scott County (program authorized by RSMo 137.1050, adopted by county action)

Who it's for

Scott County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Applications: Applications are due to the Collector's office by June 20 each year (the Initial Credit Year 2025 deadline was June 20th, 2025); renewal is required annually by the same date.. Scott County Senior Real Estate Tax Relief Program. Administered by the Scott County Collector and approved by the Scott County Commission. The credit is the difference between the current-year real property tax liability on the homestead and the liability in the base year (excluding constitutional taxes, annexations and new construction); it is applied as a credit on the tax statement, not a refund, and is not retroactive. Homestead is the primary residence plus up to 2.5 acres; only one primary residence statewide; mobile homes assessed as personal property do not qualify. Applications must be signed before a notary and are available in person at the Collector's office; the page also embeds an online application form (machform id 11811). Initial Credit Year is no earlier than January 1, 2025. Renewal required every year. Note the county's own caveat: 'The tax relief program does not freeze your real estate taxes or the assessed value of your home.' Apply through the county's program office.

The freeze applies only to the primary residence, requires an application with Scott County (often annually), and county rules control what is frozen and any home-value limits — the county makes the final determination, so this shows as a may-qualify result.
