Eligibility approximately at 60% State Median Income. Seniors age 60+ may apply through Franklin OFA (518-481-1526) for priority processing. Franklin DSS HEAP line: 518-481-1838. Apply online at mybenefits.ny.gov. NOTE: North Country HEAP demand is unusually high due to severe winters — apply early in the season.
