Texoma Council of Governments (TCOG) — directly delivers housing, utility assistance, and weatherization services for low-income citizens in the 3-county Texoma region; the TDHCA Comprehensive Energy Assistance Program (CEAP) subrecipient for Cooke, Fannin, and Grayson
Who it's for
Cooke County's CEAP is delivered directly by TCOG Community Services. TCOG provides utility bill payment assistance for electricity, gas, and propane; energy crisis assistance; weatherization; and energy education. Eligibility at 150% FPL. Apply at tcog.com or by calling TCOG at 903-893-2161, or dial 211.
Cooke CEAP via TCOG (the COG itself is the CEAP subrecipient — distinctive pattern; most TX regions use a separate CAA nonprofit).
