Hays County's CEAP is delivered through Community Action, Inc. of Central Texas (CAICT), a 501(c)(3) nonprofit CAA serving Hays, Caldwell, and Blanco counties. CAICT provides utility bill payment assistance for electric, butane, propane, and natural gas bills; energy crisis assistance including portable heating and cooling units when available; energy education; needs assessment and budget counseling. Eligibility at 150% FPL. Priority to households with high energy use, high energy burden, OR presence of a child under age 5, disabled individual, elderly individual, or veteran. CAICT also offers portable heating/cooling unit purchase assistance — a distinctive crisis component for severe-weather emergencies.
