West Texas Opportunities, Inc. (WTO) — 501(c)(3) nonprofit Community Action Agency headquartered in Lamesa; the direct TDHCA Comprehensive Energy Assistance Program (CEAP) subrecipient for 18 Permian Basin and adjacent rural counties (Andrews, Borden, Dawson, Ector, Fisher, Gaines, Glasscock, Howard, Loving, Martin, Midland, Mitchell, Nolan, Reeves, Scurry, Upton, Ward, Winkler)
Who it's for
Winkler County's CEAP is delivered through West Texas Opportunities, Inc. (WTO), the regional 501(c)(3) CAA also operating the TRAX transit (see tx.winkler.wto_trax_transit). WTO provides utility bill payment assistance, energy crisis intervention, and energy education to low-income Permian Basin households. Eligibility at 150% FPL. Priority to households with elderly, persons with disabilities, families with young children, and households with high energy burden. Apply at gowto.org/comprehensive-energy-assistance-program or by calling WTO. Permian Basin's hot summer climate makes COOLING-CRISIS assistance especially relevant.
WTO is the SAME organization that operates TRAX transit in Winkler — single-point intake for both energy assistance and transportation coordination.
