Total household income must be $40,000 or less, and net worth (not counting the home) must be $60,000 or less. Exemption for the Elderly and Disabled Persons; deadline to file was March 1, 2026 (annual). Disabled applicants under 65 need a sworn affidavit from 2 Virginia-licensed medical doctors.
