Who it's for
Wisconsin Medicaid for the Elderly, Blind or Disabled (EBD) covers doctor visits, hospital care, prescriptions, and long-term care supports for people 65 or older, blind, or disabled with limited income and assets. For 2026 the SSI-related categorically needy limits are $1,086.16 a month income ($1,636.26 for a couple) with assets of $2,000 ($3,000 couple); higher-income applicants may still qualify through a deductible (spenddown) or other EBD pathways. Apply at access.wi.gov, by phone, or through the county ADRC.
Higher income does not always disqualify you — deductible (spenddown), MAPP, and long-term-care pathways have different limits; the income maintenance agency makes the final decision.
