How to apply for Energy Savings Assistance Program (ESA) — No-Cost Home Energy Upgrades in California
California Public Utilities Commission — delivered by your gas or electric utility
Who it's for
The Energy Savings Assistance Program gives income-qualified households free home energy upgrades through their gas or electric utility. Services can include attic insulation, an energy-efficient refrigerator or furnace, weatherstripping, caulking, low-flow showerheads, water heater blankets and door repairs. Household income must be at or below 250% of the federal poverty level — for June 2026 to May 2027 that is $39,900 for one person or $54,100 for two. Renters and owners can apply. Call your utility to apply: PG&E 1-800-933-9555, Southern California Edison 1-800-736-4777, SDG&E 1-800-411-7343, or SoCalGas 1-800-331-7593.
Offered by the CPUC-regulated utilities (PG&E, SCE, SDG&E, SoCalGas and several smaller utilities); customers of city-owned utilities such as LADWP or SMUD are not covered. Your utility checks the home and decides which upgrades it needs. Income limits rise with household size.
