How to apply for LIHEAP energy assistance (HACAP) — Jackson in Iowa

Hawkeye Area Community Action Program, Inc. (HACAP)

Who it's for

The Low-Income Home Energy Assistance Program (LIHEAP) helps low-income households pay part of their heating costs. In Jackson County, HACAP takes applications. The program year starts October 1, 2026 for households with someone 60 or older or disabled; everyone else may apply November 1, 2026 through April 30, 2027. Household income must be at or below 200% of the federal poverty guidelines. You can apply online or with a paper application. If you have a disconnect notice or your heat is shut off, contact your local office. HACAP's Jackson County Outreach Office, 904 E Quarry Street in Maquoketa can be reached at 563-652-5197.

The community action agency decides eligibility and the benefit amount, and help depends on available federal funds. LIHEAP is meant to help with part of the heating bill, not all of it.
