Michigan Department of Health and Human Services (MDHHS), Aging, Community Living, and Supports Bureau

Who it's for

Michigan's State Health Insurance Assistance Program (SHIP), long known as MMAP (the Michigan Medicare/Medicaid Assistance Program), gives free, unbiased Medicare counseling. Trained counselors help compare Medicare plans, enroll in Medicare Savings Programs and Extra Help, sort out bills and Medicare Summary Notices, and file appeals — at no charge, and without selling anything. Call 1-800-803-7174 to reach a local counselor.

MMAP/SHIP is a free counseling service — there is no income or asset test. The value is in informed plan choices and program enrollments that can save hundreds to thousands of dollars a year. Counselors do not sell plans.

What to say when you call

"Hello, I'm calling to ask about MMAP — Michigan's State Health Insurance Assistance Program (Medicare Counseling). I'd like to know whether I may qualify, what documents I need, and whether I can apply online, by mail, by phone, or in person. I understand I may need medicare card, current insurance information, a list of current medications (helpful for Part D comparisons) — is anything else required? What is the best next step?"

Tip: have a pen ready, ask for the person's name, and write down any case or reference number they give you.

Step by step

  1. Gather your Medicare card, current insurance information, and a list of your current medications before your appointment.
  2. Contact MMAP by calling 1-800-803-7174 or applying online to connect with a local trained counselor.
  3. Speak with your counselor about your Medicare coverage questions — such as comparing plans, enrolling in Medicare Savings Programs or Extra Help, reviewing bills or Medicare Summary Notices, or filing an appeal.
  4. Follow your counselor's guidance to take any next steps, such as enrolling in a program or switching plans during an eligible enrollment period.
  5. Plan to reconnect with MMAP annually, since Medicare plan options and your personal needs can change each year.

What to expect: After reaching out, you will be connected with a local MMAP counselor who will provide free, unbiased guidance — no products are sold and there is no income or asset test to qualify. The counselor will work through your specific Medicare questions and help you make informed decisions that may save hundreds to thousands of dollars a year. Because Medicare plans change annually, it is a good idea to schedule a follow-up counseling session each year to make sure your coverage still fits your needs. Processing times and appointment availability vary, so ask the counselor for an estimate when you call or apply online.
