How to apply for MO HealthNet for the Aged, Blind & Disabled (MHABD) in Missouri

Missouri Department of Social Services, Family Support Division

Who it's for

MO HealthNet covers Missourians who are 65 or older, blind, or disabled with limited income and assets. For 2026, monthly income must be $1,131 or less for one person or $1,533 for a couple who are aged or disabled (blind applicants qualify up to $1,330/$1,804), with countable resources of $6,220.50 or less for one person or $12,441 for a couple — Missouri raises these resource limits every July. People over the income limit can still qualify through Spend Down. Apply online, by phone at 1-855-373-9994, or at a Family Support Division Resource Center.

What to say when you call

"Hello, I'm calling to ask about MO HealthNet for the Aged, Blind & Disabled (MHABD). I understand I may need mO HealthNet application + the aged/blind/disabled Application Addendum, proof of income, bank statements / resource information — is anything else required? What is the best next step?"

Step by step

  1. Gather your required documents before you start: your Social Security number, proof of Missouri residency, proof of income, and bank statements or other resource information.
  2. Complete the MO HealthNet application along with the aged, blind, and disabled Application Addendum. Both forms are needed for this program.
  3. Choose how to apply: submit your application online, call the Family Support Division at 1-855-373-9994, or visit a local Family Support Division Resource Center in person.
  4. Submit all documents along with your completed application. Make sure every required item is included to avoid delays.
  5. If your income is over the limit, ask about the Spend Down option when you apply — you may still qualify for coverage.

What to expect: After submitting your application, the Family Support Division will review your information. Processing times vary, so contact the agency at 1-855-373-9994 for an estimate on your specific case. If approved, your coverage must be renewed every year. The agency will reach out when it is time to renew, but keep track of your renewal date so your coverage does not lapse. Note that Missouri raises the resource limits every July, so eligibility rules may change slightly from year to year.
