How to apply for LIURP — Low Income Usage Reduction Program (Utility Weatherization) in Pennsylvania
Pennsylvania Public Utility Commission — delivered by each electric and natural gas utility
Who it's for
LIURP lowers your electric or gas bill by fixing the reasons your home uses so much energy. Your utility company sends someone to install energy-saving work at no cost to you — insulation, furnace repair or replacement, water heater upgrades, health and safety fixes, and advice on cutting usage. A smaller bill is easier to keep up with. Every electric and gas utility in Pennsylvania is required to run a LIURP, so ask your own utility by name. Utilities give priority to homes using the most energy, because those homes save the most.
There is no single statewide income limit. LIURP generally follows the same 150% of the federal poverty level line as the Customer Assistance Program — $1,995 a month for one person in 2026 — but the PUC notes "The income levels may be slightly higher for LIURP, CARES and Hardship Funds", and each utility sets its own. LIURP rules also let a utility spend part of its budget on households between 150% and 200% of the poverty level that have special needs. Utilities prioritise the highest energy users, so qualifying on income does not guarantee a job, and there may be a waiting list.

Where to apply
Apply online: official application
Step by step
- Gather your proof of household income — for example, pay stubs, benefit award letters, or tax documents that show what everyone in your home earns.
- Locate a recent electric or natural gas bill from the Pennsylvania utility you want to apply through. You will need this bill to apply.
- Check your utility's income limit before applying. There is no single statewide cutoff. LIURP generally follows the 150% federal poverty level guideline, but each utility sets its own limit, which may be slightly higher. Contact your utility directly to confirm the limit for your household size.
- Apply online through your utility's LIURP program. Every electric and natural gas utility in Pennsylvania is required to run a LIURP, so reach out to your own utility by name to find its application.
- Submit your proof of income and your recent utility bill along with your completed application.
What to expect: After you apply, your utility will review your household's income and energy usage. Utilities give priority to homes that use the most energy, because those homes stand to save the most — so qualifying on income alone does not guarantee a job will be scheduled right away, and there may be a waiting list. If your home is selected, the utility will send someone to perform energy-saving work at no cost to you, which may include insulation, furnace repair or replacement, water heater upgrades, health and safety fixes, and usage advice. Processing times vary, so ask your utility for an estimate of how long the review and scheduling process takes. LIURP does not have a standard renewal cycle — contact your utility for details on whether and when you may reapply.
