How to apply for Pennsylvania Medicare Savings Programs (QMB / SLMB / QI / SLMB-1)
Pennsylvania Department of Human Services — Medicare Savings Programs administered through county Assistance Offices; pays Medicare Part B premiums (and sometimes deductibles + coinsurance)
Who it's for
PA Medicare Savings Programs help Medicare beneficiaries pay Part B premiums and (for QMB) deductibles and coinsurance. PA follows the federal limits (2026, per pa.gov): QMB up to $1,350/month single / $1,824 couple (100% FPL plus the $20 disregard); SLMB up to $1,616 / $2,184 (120% FPL); QI up to $1,816 / $2,455 (135% FPL). PA still applies the federal resource test ($9,950 single / $14,910 married, 2026). Apply through county Assistance Office or via COMPASS. Note: NY and CT eliminated the resource test; PA still applies it.
Unlike New York (no resource test) and Connecticut (no resource test), Pennsylvania still applies the federal MSP resource test. Income limits track federal floors.

What to say when you call
"Hello, I'm calling to ask about Pennsylvania Medicare Savings Programs (QMB / SLMB / QI / SLMB-1). I'd like to know whether I may qualify, what documents I need, and whether I can apply online, by mail, by phone, or in person. I understand I may need medicare card, proof of all household income, proof of all countable assets — is anything else required? What is the best next step?"
Tip: have a pen ready, ask for the person's name, and write down any case or reference number they give you.
Step by step
- Gather your required documents: your Medicare card, proof of all household income, proof of all countable assets, proof of Pennsylvania residency, and a photo ID.
- Check that your monthly income and countable assets fall within the program limits. Pennsylvania still applies the federal resource test — unlike some other states — so both income and assets are reviewed.
- Choose how to apply: submit an application online through COMPASS or call the Pennsylvania Medicare Savings Programs line at 866-550-4355 to apply by phone or get help finding your county Assistance Office.
- Submit your completed application along with all required documents. Make sure every document is legible and up to date to avoid delays.
- Respond promptly if the county Assistance Office contacts you for additional information or a follow-up interview.
What to expect: After submitting, the county Assistance Office will review your application, verify your income and assets, and determine which level of the Medicare Savings Program — QMB, SLMB, QI, or SLMB-1 — you qualify for. Processing times vary, so contact your county Assistance Office or call 866-550-4355 for an estimate. If approved, the program will help pay your Medicare Part B premium and, for QMB enrollees, may also cover deductibles and coinsurance. Pennsylvania requires annual recertification to keep your benefits, so watch for a renewal notice each year and respond by the deadline to avoid a gap in coverage.
