How to apply for Pennsylvania Property Tax/Rent Rebate Program (PTRR)
Pennsylvania Department of Revenue — administers the Property Tax/Rent Rebate Program (PTRR), a state-funded rebate of property tax or rent paid by qualifying seniors, widows/widowers, and people with disabilities
Who it's for
PA's Property Tax/Rent Rebate (PTRR) program returns up to $1,000 (raised from $650 in 2023 expansion) of property tax or rent paid in the prior year. Eligibility: PA resident age 65+, widow/widower age 50+, or person with disabilities age 18+. 2026 income limit: $48,110 (up from $45,000, now indexed to cost-of-living). Half of Social Security income is EXCLUDED when calculating eligibility income — making the effective income cap significantly higher for most retirees. Funded by Pennsylvania gaming revenue. Apply at mypath.pa.gov or by submitting a paper PA-1000 form. Deadline for 2025 claims: December 31, 2026.
PTRR is unusually generous because half of Social Security income is excluded. Many seniors with $50K-$70K nominal income qualify after the SS exclusion. Funded by PA gaming revenue; no general-fund risk. Screened from age 50 up: 65+, widows/widowers 50+, or people with disabilities (the program also covers disabled applicants 18-49, who fall outside this senior-focused screen).
People who qualify for one senior program often qualify for others. See everything you may qualify for — free, no SSN, about five minutes.

What to expect: After you apply, the Pennsylvania Department of Revenue reviews your application and may contact you if more information is needed. Processing times vary, so ask the agency for an estimate if needed. This program must be renewed every year. When checking income, remember that half of Social Security income is excluded, so some seniors with higher total income may still qualify.
