How to apply for Arizona Home & Community Based Services (Non-Medicaid In-Home Support for Seniors)

Arizona Department of Economic Security (DES), Division of Aging and Adult Services — delivered through the Area Agencies on Aging

Who it's for

Arizona's aging network provides non-Medicaid in-home and community support for residents age 60 and older — personal care, homemaker help, home-delivered and congregate meals, case management, assisted transportation, and caregiver support — so older adults can stay in their own home. Area Agency on Aging case managers determine eligibility. Contact your local Area Agency on Aging.

This is non-Medicaid, needs-based support for people 60 and older (distinct from ALTCS, which is Medicaid long-term care with financial tests). It is not an entitlement — services depend on funding and may have waitlists, prioritized by greatest functional and financial need. An Area Agency on Aging case manager assesses eligibility.
