How to apply for MCAT Handy Bus ADA Paratransit (Manatee County)

MCAT Handy Bus — Manatee County Area Transit ADA complementary paratransit

Who it's for

Handy Bus is MCAT's ADA-mandated complementary paratransit service for Manatee County residents whose disability prevents independent use of MCAT fixed-route buses. The service is door-to-door, shared-ride, and on-demand — trips must be reserved before 5:00 p.m. the day before. The service area is the 3/4-mile ADA-required corridor along each active MCAT fixed bus route — meaning Bradenton, Ellenton, Palmetto, and the Gulf Beach communities along MCAT routes are well-covered while inland and eastern Manatee may fall outside the corridor. Eligibility is functional: the general test is the inability to use fixed-route buses due to disability. Importantly, ADA paratransit eligibility is NOT based on age, income level, perceived inconvenience of bus service, or even merely on having a disability diagnosis — only on whether the disability functionally prevents fixed-route use. Apply by calling MCAT at (941) 747-8621 ext. 3567 to request the Handy Bus application, or download it from mymanatee.org. If you disagree with MCAT's eligibility determination, an appeal can be requested in writing within 60 days.

Handy Bus eligibility is FUNCTIONAL — disability diagnosis alone does NOT qualify. The test is whether your disability functionally prevents use of MCAT fixed-route buses. Eligibility is not based on age, income, or perceived bus-service inconvenience. This scan can tell you that you appear functionally eligible to apply. Service is only available when both origin AND destination are within 3/4 mile of an active MCAT fixed-route corridor — much of inland and eastern Manatee falls outside this corridor. Trips must be reserved before 5:00 p.m. the day before. An appeals process is available within 60 days if MCAT denies your application. Apply by calling (941) 747-8621 ext. 3567.
