Who it's for

The Hays County Indigent Health Care Program (CIHCP) is administered by the Hays County Health Department and provides medical and prescription drug coverage for eligible low-income Hays County residents who don't qualify for other state or federal health care programs. The program covers: healthcare provider services, laboratory and x-ray, family planning services, Skilled Nursing Facility (SNF) services, three prescriptions per month, and inpatient and outpatient hospital services. Eligibility: Hays County resident, age 18+, household income less than 21% of the Federal Poverty Level (the Texas statutory minimum), not eligible for or receiving Medicaid. Hays County does not maintain a public hospital district; Central Texas Medical Center (Adventist Health) in San Marcos and Seton Hays in Kyle are the primary partner hospitals. For Hays residents above 21% FPL, Central Texas Medical Center and Seton Hays offer separate Patient Financial Assistance Programs with broader sliding-scale eligibility (typically 200% FPL).

The 21% FPL gate is extremely strict — only Hays residents at or near SSI income levels qualify. 3 prescriptions per month cap meaningfully constrains coverage for chronic-condition patients. For Hays seniors who don't qualify, Central Texas Medical Center and Seton Hays offer their own FAPs at 200% FPL.
