How to apply for HEAP — Home Energy Assistance Program (Ohio)

Ohio Department of Job and Family Services (ODJFS), Office of Community Support Services — administers HEAP through community action agencies in all 88 counties

Who it's for

Ohio HEAP helps low-income households pay heating bills (Winter Heating Assistance Program, Nov-March + Summer Cooling Crisis Program). Income limit: 175% FPL (~$27,930 single / ~$37,870 couple, 2026). Benefits are credited directly to the utility account — amounts vary based on heating source, household income, and household size (typically $200-$1,200). Apply via Ohio Benefits (benefits.ohio.gov), by calling 1-800-282-0880, or at the local Community Action Agency. Winter Crisis Program (emergency heat shutoff prevention) is a separate, more generous tier — see oh.state.winter_crisis.

Ohio HEAP at 175% FPL — more generous than the federal 150% FPL standard. Winter Crisis Program (Nov-March) adds emergency tier. PIPP+ adds ongoing year-round utility relief for very-low-income households.

What to say when you call

"Hello, I'm calling to ask about HEAP — Home Energy Assistance Program (Ohio). I'd like to know whether I may qualify, what documents I need, and whether I can apply online, by mail, by phone, or in person. I understand I may need proof of all household income (past 90 days), recent heating bill (or rent receipt if heat included), proof of Ohio residency — is anything else required? What is the best next step?"

Tip: have a pen ready, ask for the person's name, and write down any case or reference number they give you.

Step by step

  1. Gather your documents before you start: proof of all household income from the past 90 days, a recent heating bill (or rent receipt if heat is included in your rent), proof of Ohio residency, Social Security numbers for all household members, and a photo ID.
  2. Apply online through Ohio Benefits or call 1-800-282-0880 to apply by phone. You can also visit your local Community Action Agency in person — there is one in each of Ohio's 88 counties.
  3. Submit your completed application along with all required documents through whichever channel you chose.
  4. Wait for a decision from your local Community Action Agency, which processes applications on behalf of the Ohio Department of Development. Processing times vary — ask the agency for an estimate when you apply.
  5. If approved, your benefit will be credited directly to your utility account. Benefit amounts vary based on your heating source, household income, and household size.

What to expect: After you submit your application, your local Community Action Agency will review it and notify you of the decision. If approved, the benefit is sent directly to your utility provider — you will not receive a check. Ohio HEAP must be renewed every year, so watch for renewal notices and reapply each program year to keep your benefits active. Ohio's income limit is set at 175% of the federal poverty level, which is more generous than the federal standard, so more households may qualify. If you are facing an emergency heat shutoff between November and March, ask about the separate Winter Crisis Program, which offers an additional tier of help. Very-low-income households may also want to ask about PIPP+, which provides ongoing year-round utility relief.
