Who it's for
The Home Improvement Loan Program helps low- and moderate-income homeowners pay for repairs on the home they live in. It offers up to $7,500 as a 0% interest loan that is forgiven after five years, with no closing costs. Repairs can include roof, electrical, plumbing, water heater, furnace or air conditioner, windows, siding, insulation, foundation, hazardous trees, and handicap accessibility. You must own and live in a single-family or two-family home and have lived there at least one year. The program serves unincorporated St. Charles County and the cities of St. Peters, St. Charles, Lake Saint Louis, Cottleville, Wentzville, Weldon Spring, Augusta, Dardenne Prairie, and St. Paul. In 2026 household income must be $62,400 or less for one person ($71,300 for two, up to $103,400 for six). Apply online through the county page, or call 636-949-3214.
Only homes in unincorporated St. Charles County or the participating cities qualify; O'Fallon runs its own program. Loans are approved case by case after a home inspection, and work started before approval is not paid for. If you sell or move within five years, the full loan must be repaid. Larger households have higher income limits than the ones used here.
