Who it's for

Virginia Medicaid (Cardinal Care) covers adults who are 65 or older, blind, or disabled and have limited income and assets. For 2026, monthly income must be $1,084 or less for one person or $1,463 for a couple (80% of the federal poverty level plus a standard $20 disregard), with countable resources of $2,000 or less for one person or $3,000 for a couple. Coverage includes doctor visits, hospital care, prescriptions, and long-term services. Apply online at CommonHelp, by phone at 1-855-242-8282, or at the local Department of Social Services.
