DeSoto County Social Services — LIHEAP + CSBG Emergency Aid

County · Florida

DeSoto County Social Services is the local DeSoto BoCC department administering the Low-Income Home Energy Assistance Program (LIHEAP) and Community Services Block Grant (CSBG) emergency aid for DeSoto County residents. The Florida LIHEAP income gate is set at 60 percent of the State Median Income. LIHEAP provides financial assistance for electric bills, deposits, past-due utility bills, and energy crises (both summer cooling and winter heating). Eligible DeSoto applicants can receive up to THREE benefits per calendar year: (1) one annual Home Energy benefit between January 1st and December 31st, (1) one Summer Crisis benefit between April 1st and September 30th, and (1) one Winter Crisis benefit between October 1st and March 31st. Senior-headed households receive application priority under federal LIHEAP rules. DeSoto's BoCC-department delivery model is structurally similar to neighboring Hendry and Glades models — all three small rural Southwest FL counties (and Leon in north FL) use BoCC departments rather than independent Community Action Agency nonprofits. Apply by calling DeSoto County Social Services at 863-993-4858 (appointment intake on Monday mornings starting at 8:00 a.m.) — Tuesday if Monday is a holiday. Office at 201 East Oak Street, Suite 202, Arcadia. Senior-pathway applicants can also access LIHEAP referrals via AAASWFL's ElderHelpline at 1-866-413-5337.

Estimated bill savings: $200–$1,800 a year

In this county: DeSoto County Social Services administers DeSoto County LIHEAP on a first-come-first-served basis — appointments are scheduled by phone call on MONDAY MORNINGS starting at 8:00 a.m. (or Tuesday if Monday is a holiday). This appointment intake window is distinctive and means calling on the right day matters operationally. Florida LIHEAP uses 60% of State Median Income as the income gate. The BoCC-department delivery model in DeSoto is structurally similar to neighboring Hendry, Glades, and Leon models — small rural FL counties favor BoCC integration over independent CAA nonprofits. The 3-benefits-per-year structure (1 regular + 1 summer crisis + 1 winter crisis) is the standard Florida DOE-of-Commerce LIHEAP allocation. For DeSoto seniors who prefer a senior-pathway intake, AAASWFL's ElderHelpline (1-866-413-5337) can provide LIHEAP application coordination consolidated with senior services intake.

Emergency Home Energy Assistance for the Elderly Program (EHEAP) — DeSoto County

County · Florida

The Emergency Home Energy Assistance for the Elderly Program (EHEAP) is a Florida Department of Elder Affairs program funded through the federal LIHEAP block grant but administered separately from regular LIHEAP — explicitly targeted at low-income households with at least one person age 60+. In DeSoto County, EHEAP is delivered through AAASWFL (Area Agency on Aging for Southwest Florida) via the regional ElderHelpline. EHEAP provides emergency assistance to seniors facing imminent utility shutoff, deposit requirements for service restoration, or a home cooling/heating crisis. Maximum benefits are typically $600-$1,000 per emergency, paid directly to the utility company or the AC repair vendor. EHEAP can stack with regular LIHEAP (fl.desoto.desoto_county_social_services_liheap) — a senior household may receive both. Income eligibility is set at 150% of the Federal Poverty Guideline. At least one household member must be 60 years old or older. Apply by calling the AAASWFL ElderHelpline at 1-866-413-5337 or 1-800-96-ELDER — this routes to the appropriate DeSoto County EHEAP intake. As of July 1, 2026, EHEAP applications go through FloridaCommerce's LIHEAP provider network instead of the local aging agency: apply online at FloridaLIHEAP.com or through the local LIHEAP provider listed here.

TGH DeSoto (formerly DeSoto Memorial Hospital) — Financial Assistance and Charity Care

County · Florida

DeSoto Memorial Hospital in Arcadia became TGH DeSoto on October 1, 2026, and now follows Tampa General Hospital's Financial Assistance and Charity Care policy. If your household income is at or below 300% of the federal poverty guidelines, the hospital writes off 100% of your unpaid balance for emergency and medically necessary care. Between 300% and 400% of the guidelines you get a discount, and if your hospital charges are more than 25% of your yearly household income you also qualify for a full write-off. Charity care is only for care the hospital decides is medically necessary, and you must apply for Medicaid or other coverage first if you may qualify. To get the policy or an application free of charge, call the Financial Assistance Specialist at 863-494-3535, or write to Tampa General Hospital DeSoto, 900 N. Robert Avenue, Arcadia, FL 34266, Attn: Patient Access Director. Billing questions: Patient Financial Services at 863-494-8420 (Monday to Friday, 8 a.m. to 4:30 p.m.) or DeSotoBilling@TGH.org.

Estimated bill savings: $500–$35,000 a year

In this county: TGH DeSoto's policy covers emergency and medically necessary care at or below 300% of the federal poverty guidelines (100% write-off) and discounts care up to 400%, with a full write-off when charges exceed 25% of yearly household income. The hospital decides medical necessity and reviews six months of income, and you must pursue Medicaid or other coverage first, so this shows as a may-qualify result.

Area Agency on Aging for Southwest Florida — Senior Nutrition + In-Home Services (DeSoto County)

County · Florida

Area Agency on Aging for Southwest Florida (AAASWFL) is the designated AAA for the 7-county PSA 8 region (Charlotte + Collier + DeSoto + Glades + Hendry + Lee + Sarasota). AAASWFL serves DeSoto County seniors by connecting them with local resources including elder care, adult day care, housing assistance, home care, meals, housekeeping, legal assistance, personal care, and volunteer opportunities. The Florida ElderHelpline (1-866-413-5337 or 1-800-96-ELDER) routes DeSoto seniors to local meal sites, CCE services, and other senior support. DeSoto's small population (~33,000) means AAASWFL operates smaller-scale service delivery in DeSoto compared to urban Lee or Collier. Services include: (1) OAA Title III Congregate Meals at local DeSoto meal sites (typically in Arcadia); (2) Title III Home Delivered Meals for homebound seniors; (3) CCE services — Case Management, Companion services, Homemaker services, Personal Care, Respite, Specialized Medical Equipment; (4) Aging & Disability Resource Center (ADRC) — comprehensive intake and referral for all aging-related services. Eligibility for the senior pathway is age 60+ and DeSoto County residency. Apply via the ElderHelpline at 1-866-413-5337 or 1-800-96-ELDER.

Estimated service value: $1,500–$5,000 a year

In this county: AAASWFL's 7-county service area means DeSoto County shares regional infrastructure across Southwest Florida — economies of scale enable consistent service delivery across rural agricultural DeSoto + Hendry + Glades and urban coastal Charlotte + Collier + Lee + Sarasota counties. DeSoto's modest population (~33,000) means local congregate meal sites may have limited capacity; coordinate DART transit (fl.desoto.dart_transit) for rides. For specific DeSoto meal site locations and CCE service intake, call the ElderHelpline (1-866-413-5337 or 1-800-96-ELDER). Home-delivered meals require homebound status. With DeSoto's completion, AAASWFL's 7-county PSA 8 region is fully modeled in the catalog.

Transportation in DeSoto County

Programs here typically provide services worth $300–$3,500 a year to an eligible household.

DeSoto-Arcadia Regional Transit (DART) — Deviated Fixed-Route + Door-to-Door Paratransit

County · Florida

DART (DeSoto-Arcadia Regional Transit) is the public transit system serving DeSoto County, operated by MTM Transit, the DeSoto County Community Transportation Coordinator, with FDOT funding through the Central Florida Regional Planning Council. DART runs a single deviated fixed-route in and around the City of Arcadia, Monday through Saturday, 7:00 a.m. to 7:00 p.m. The fixed route is free to ride for everyone — DART charges no fare at all, which makes it the cheapest fixed-route service modeled in the Florida catalog. The deviated-fixed-route flag system means DART can make pick-ups and drop-offs at any point along its route, not just at fixed stops — a hybrid model useful for rural mobility. For DeSoto residents who cannot board the fixed-route bus due to mobility limitations, DART also provides door-to-door Transportation Disadvantaged (TD) paratransit. The Florida TD framework applies for TD paratransit eligibility: age 60+ OR documented disability OR low-income transportation-disadvantaged status. Apply by calling DART / MTM Transit at 800-694-6566. DeSoto seniors typically use DART for routine medical care at DeSoto Memorial Hospital in Arcadia and for trips within the City of Arcadia core.

Estimated service value: $300–$3,500 a year

In this county: DeSoto County is rural with limited fixed-route coverage — DART's single route is concentrated in and around the City of Arcadia. Rural-DeSoto residents outside the Arcadia route service area depend on TD paratransit. The deviated-fixed-route flag system makes DART more flexible than a strict fixed-stop system, but boundaries are still limited to the route's general corridor. For complex tertiary medical referrals (such as Lee Health Fort Myers or Sarasota Memorial), DART or TD paratransit can coordinate with regional Heartland Rides connectivity, but advance reservation and longer travel times apply. The fixed route is free to ride for everyone, the cheapest fare in the FL catalog — DeSoto's TD program funding model fully subsidizes it for the small rural population.
