It is the local starting point that connects older adults and caregivers to Region 3 Area Agency on Aging in Warrensburg. Services listed: nutrition, care management, family caregiver support, in-home services, health education, fitness and recreation, disease management, falls prevention, long-term care ombudsman program, benefits counseling, Medicare information and counseling, Health Insurance Marketplace enrollment assistance, senior transportation. Missouri's Energy Assistance and Energy Crisis Intervention programs (LIHEAP) help income-eligible households in Carroll County pay heating and cooling bills and resolve utility emergencies. County

Uninsured and underinsured residents of Carroll County can apply for financial assistance (charity care) at Carroll County Memorial Hospital for emergency and medically necessary care. Discounts are based on household size and income compared with the Federal Poverty Level. Carrollton, MO. Policy states "The Carroll County Memorial Hospital Financial Assistance Policy (FAP) exists to provide eligible patients or other responsible parties partially or fully discounted emergent or medically-necessary care." Family income at or below 200% of the federal poverty level may qualify for discounts up to 100%; 200-400% may receive up to 60%. Patient Advocate at ext. 7200.

Senior Property Tax Freeze (SB 190) — Carroll

County

Carroll County has adopted Missouri's senior property tax credit (SB 190): homeowners 62 or older can freeze the real-estate tax bill on their primary home, so it stops rising in later years. Applications: The deadline will be June 30 of each year.. Carroll County adopted a Senior Property Tax Relief ordinance (https://www.carrollcountymo.gov/wp-content/uploads/2025/04/senior-tax-credit-ordinance.pdf). The Collector-Treasurer page links the application, an FAQ and the ordinance. Applications must be signed before a notary and filed with the Collector's office; the Collector auto-renews the credit in subsequent years as long as the owner of record does not change.
