Emergency Aid

New York Veterans Emergency Housing Assistance Fund (Up to $2,000)

State · New York

New York's Veterans Emergency Housing Assistance Fund pays up to $2,000 to a veteran facing an immediate housing hardship without the money to cover it. Covered needs include overdue rent, utilities, or property taxes; fire or natural-disaster damage; temporary shelter when housing is lost or uninhabitable; replacing or repairing an essential appliance like a furnace or water heater; and home changes needed for disability access. The veteran must live in New York State, have a discharge other than dishonorable, and have a net worth at or below the VA's limit for the non-service-connected pension. After the application is submitted, a Veterans Benefits Advisor calls to verify the emergency and the household's income, assets, and expenses — and checks for other benefits the household may qualify for.

Estimated bill savings: $500–$2,000 a year

Nassau University Medical Center (NUMC) — NuHealth Financial Assistance (Nassau County)

County · New York

Nassau County's principal public hospital safety net is Nassau University Medical Center (NUMC, East Meadow) — public safety-net hospital operated by NuHealth (Nassau Health Care Corporation); also Mount Sinai South Nassau (Oceanside) and the Long Island Northwell Health and Catholic Health LI networks. The Financial Assistance Program covers uninsured/underinsured Long Island residents — sliding scale — free or steeply discounted care for households up to 400% FPL under NY's uniform Hospital Financial Assistance Law (effective October 2024). Note: NY Medicaid has a generous Aged/Blind/Disabled income limit (~138% FPL) so many low-income Long Island seniors are Medicaid-eligible and would access these hospitals through Medicaid rather than the FAP. Apply at the hospital's financial counseling office or at https://www.numc.edu/patients-and-visitors/financial-assistance/. Phone: 516-572-6669.

Housing Assistance

Access to Home — Accessibility Modifications

State · New York

Access to Home pays to adapt your home so you can keep living there instead of moving into a nursing home or other institution. It covers wheelchair ramps and lifts, handrails, widened doorways, stair glides, roll-in showers with grab bars, bathtub grab bars and seats, non-skid flooring, and easy-to-reach work and storage areas. Repairs can total up to $25,000 for a unit. It works for a home you own or one you rent, as long as it is your primary, permanent residence. You apply through a Local Program Administrator — usually your county or town government or a local nonprofit — not to the state directly.

Estimated service value: $1,000–$25,000 a year

State · New York

RESTORE pays for emergency home repairs for New York homeowners age 60 and over, so they can keep living safely at home. It covers repairs that fix a hazard or a code violation posing an immediate threat to your life, health or safety — a failing furnace, a dangerous roof, bad wiring, a collapsing step. Grants cover repair work up to $20,000 per property, and you do not pay it back. You cannot apply to the state directly: repairs are arranged through a Local Program Administrator, usually your county or town government or a local nonprofit.

Income Support

New York State Blind Annuity (Cash Payment for Blind Wartime Veterans)

State · New York

New York pays a monthly annuity to legally blind wartime veterans — and to their unremarried surviving spouses — who live in New York State. The 2025 rate is $141.33 per month, about $1,696 per year. The blindness does not need to be connected to military service: legal blindness means 20/200 vision in the better eye with best correction, or a field of vision limited to 20 degrees. The veteran needs wartime service of at least 90 days on active duty (less if discharged early for a service-connected disability). Apply by mailing the Blind Annuity application and a Report of Legal Blindness form, with the discharge paperwork, to DVS — or call 1-888-838-7697 for help.

Estimated cash: $1,695–$1,696 a year

Supportive Services

Social Care Networks (SCN) — Food, Housing and Transport Help for Medicaid Members

State · New York

If you have New York Medicaid, a Social Care Network can connect you to free help with food, housing and transport. Every Medicaid member can be screened for these needs — the state intends for everyone to be screened once a year, or after a big change in your life — and anyone can be pointed to existing federal, state and local programmes. If you are in a Medicaid Managed Care plan and you qualify, you can also get Enhanced services paid for directly: nutrition help such as nutritional counselling, medically tailored meals, food prescriptions and groceries; housing support; transport; and social care management. Answer the screening questions at screening.shinny.org to get started. Nine regional networks cover the whole state.

New York State Veterans Cemetery — Finger Lakes (Burial Benefits)

State · New York

New York's first state-run veterans cemetery — the New York State Veterans Cemetery – Finger Lakes — sits on 162 acres along Seneca Lake in Romulus, Seneca County, and is open for interments. The State Department of Veterans' Services has managed it since February 2023. Burial is available to veterans discharged from active duty under other than dishonorable conditions, plus the veteran's legal spouse and eligible dependent children; certain reservists and National Guard members also qualify. Each burial includes a 30-minute committal service at the cemetery shelter, with cemetery staff completing the interment. Making pre-arrangements with a funeral director ahead of need keeps the discharge paperwork easy to find when it matters.

C. L. Brumback Primary Care Clinics + District Cares Specialty Benefits (Health Care District of Palm Beach County)

County · Florida

The Health Care District of Palm Beach County (HCD) is a public special taxing district created by special act of the Florida Legislature in 1988 and funded by countywide property tax — i.e., every Palm Beach County property owner already pays into it. HCD runs an integrated public health system that includes the C. L. Brumback Primary Care Clinics (a federally qualified health center serving uninsured and underinsured Palm Beach residents), the District Cares Specialty Benefits program (which provides no-cost specialty care to eligible uninsured Brumback patients), Lakeside Medical Center in Belle Glade (the western county public hospital), the Trauma Agency, and pharmacy services. Adults at any income level can receive care at a Brumback Clinic — the clinics treat patients with or without insurance, regardless of ability to pay. For low-income uninsured patients, the sliding-fee scale based on household size and income reduces the visit fee to as little as a nominal co-pay. Community resource specialists at each clinic enroll qualifying patients into District Cares Specialty Benefits (free specialist visits, diagnostics, and outpatient procedures for eligible uninsured patients), Medicaid, the Health Insurance Marketplace, or other coverage. To schedule an appointment, call 561-642-1000. Walk-ins and same-day appointments are accepted.

Income Support

Florida Optional State Supplementation (OSS)

State · Florida

Optional State Supplementation is a monthly cash payment from the State of Florida that supplements an SSI-eligible senior's income so they can afford the cost of an Assisted Living Facility (ALF), Adult Family Care Home (AFCH), or Mental Health Residential Treatment Facility. OSS is for low-income seniors and disabled adults who need help with the activities of daily living but who do not require nursing-home-level care. The state pays the difference between the resident's countable income and a published 'provider rate plus personal needs allowance' total — for an individual in an ALF the monthly income eligibility standard is $1,045.40 and the base provider rate is $991.40, plus a $160 monthly Personal Needs Allowance the resident keeps for incidentals (Florida Administrative Code 65A-2.036, effective June 24, 2025). To qualify, you must meet SSI's categorical eligibility (age 65+, blind, or disabled with countable income and resources below the SSI limits), be assessed as needing the level of care the facility provides, and reside in a state-licensed facility that accepts OSS payments. Eligibility is determined by DCF; payments are made monthly.

Tax Relief

Florida Homestead Property Tax Deferral

State · Florida

Florida homeowners with a homestead exemption can put off paying part of their property taxes when the bill is high compared with their income. If you are 65 or older, you can defer the part of your taxes and assessments that is more than 3% of your household income (5% if you are younger than 65). You can defer the whole bill if household income was under $10,000 last year, or if you are 65 or older and your income is under the limit for the senior additional homestead exemption. The taxes are not canceled. They become a lien on the home, earn interest (no more than 7%), and come due when the home is sold or is no longer your homestead; a surviving spouse who qualifies can keep the deferral. You must apply each year with your county Tax Collector by March 31 and keep fire and extended insurance on the home.
