In this county: The center serves seniors with memory (cognitive) or physical (functional) impairments. The page does not publish fees or an enrollment process — some care is funded by state and county money and some is private pay, so call ext. 3632 to ask about cost and openings.

Emergency Home Energy Assistance for the Elderly Program (EHEAP) — Flagler County
County · FloridaThe Emergency Home Energy Assistance for the Elderly Program (EHEAP) is a Florida Department of Elder Affairs program funded through the federal LIHEAP block grant but administered separately from regular LIHEAP — explicitly targeted at low-income households with at least one person age 60+. In Flagler County, EHEAP is delivered by Flagler County Senior Services (the county-government AAA delivery partner) under contract with ElderSource (PSA 4 AAA). EHEAP provides emergency assistance to seniors facing imminent utility shutoff, deposit requirements for service restoration, or a home cooling/heating crisis (broken AC during summer heat or broken heater during winter cold). Maximum benefits are typically $600-$1,000 per emergency, paid directly to the utility company or the AC repair vendor. EHEAP can stack with regular LIHEAP — a senior household may receive both, with EHEAP covering the immediate emergency and LIHEAP covering ongoing bill assistance. Income eligibility is set at 150% of the Federal Poverty Guideline (slightly tighter than LIHEAP's 60% SMI gate). At least one household member must be 60 years old or older. Apply by calling Flagler County Senior Services at 386-586-2324 extension 3623 — same intake as Meals on Wheels. As of July 1, 2026, EHEAP applications go through FloridaCommerce's LIHEAP provider network instead of the local aging agency: apply online at FloridaLIHEAP.com or through the local LIHEAP provider listed here.
Estimated bill savings: $300–$1,000 a year
In this county: EHEAP is genuinely emergency-only — applicants must document an imminent shutoff, deposit-for-restoration requirement, or broken heating/cooling crisis. Routine bill assistance for seniors should go through regular LIHEAP (fl.flagler.nfcaa_liheap) instead. The income gate follows LIHEAP's 60% SMI standard (corrected 2026-07-07; the old 150% FPL framing was wrong) and matches LIHEAP's 60% SMI gate — many seniors who qualify for LIHEAP will NOT qualify for EHEAP because their Social Security alone places them above the 60% state-median-income line for a single person ($33,733 in FFY2027). Couples have a higher cap (about $44,113) which broadens eligibility. Up to 2 EHEAP benefits per program year per household. Florida DOEA caps the typical award at $600-$1,000 per emergency, paid directly to the utility or vendor — not to the household. EHEAP stacks with LIHEAP: an eligible senior can receive both in the same program year, with EHEAP covering the emergency and LIHEAP covering ongoing bill help.
Northeast Florida Community Action Agency LIHEAP + WAP (Flagler County)
County · FloridaNortheast Florida Community Action Agency (NFCAA) is the designated Community Action Agency serving Flagler County (along with Baker, Clay, Duval, Nassau, Putnam, and St. Johns counties). NFCAA administers the Low Income Home Energy Assistance Program (LIHEAP) for utility bill assistance AND — distinctively for Flagler — the federal Weatherization Assistance Program (WAP). Flagler is one of the FIVE NFCAA counties where WAP is available (Baker, Duval, Flagler, Nassau, Putnam) — Clay and St. Johns do NOT have NFCAA-administered WAP. LIHEAP provides financial assistance for electric bills, deposits, and past-due utility bills; benefit amounts depend on total household income, household composition, and whether there are elderly residents, disabled individuals, or children under age 6 — senior-headed households receive application priority. WAP provides up to ~$5,000 worth of home weatherization measures (attic and wall insulation, weather-stripping, HVAC tune-up or replacement for severe cases) to reduce ongoing energy costs. The Florida LIHEAP income gate is set at 60 percent of the State Median Income, capturing most retired seniors on Social Security alone or modest pension+SS combinations. Apply via NFCAA's Flagler County intake — call 850-717-8450 to locate the current intake site.
Estimated bill savings: $200–$6,500 a year
In this county: Flagler County is one of the FIVE NFCAA counties with active WAP — the other two (Clay and St. Johns) lack this benefit. This significantly raises the maximum dollar value of NFCAA assistance for Flagler homeowners compared to Clay/St. Johns peers. NFCAA administers Flagler County LIHEAP on a first-come-first-served basis — LIHEAP funds can exhaust mid-year; apply early in the cooling season (typically February-March) and heating season (typically November-December). WAP has substantially longer wait times — applications can sit in the queue for 6-18 months depending on funding availability and energy-audit capacity. WAP is one-time-per-home: once a home has been weatherized, it generally cannot receive WAP again for 8+ years. For renters, WAP requires written landlord consent. NFCAA's seven-county service area means physical intake sites may not be located in Flagler — confirm intake location when calling the helpline.
Healthcare in Flagler County
Programs here typically lower an eligible household's bills by $500–$30,000 a year.
AdventHealth Palm Coast Financial Assistance
County · FloridaAdventHealth Palm Coast — formerly Florida Hospital Flagler — is the principal acute-care hospital serving Flagler County, located at 60 Memorial Medical Parkway in Palm Coast. The hospital follows the AdventHealth system-wide Financial Assistance Policy (Policy CW F 50.1): patients who received emergency care or medically necessary care, who provide an application with supporting financial documentation, and whose annual household income does not exceed 250% of the Federal Poverty Guideline qualify for a 100% reduction in their financial responsibility. AdventHealth limits amounts billed for uninsured patients eligible for financial assistance to Amounts Generally Billed (AGB) — calculated from the average discount given to Medicare, Medicare Advantage, and contracted commercial insurance accounts paid in full over the most recent 12-month period. This means uninsured patients with FA eligibility are never billed more than the average insured rate. AdventHealth Palm Coast also has a Palm Coast Foundation that supports community health programs and may provide supplemental hardship assistance for patients in specific circumstances. Apply by calling Financial Counseling at 800-462-0490, faxing 423-485-6627, or mailing AdventHealth, PO Box 935979, Atlanta GA 31193-5979.
Estimated bill savings: $500–$30,000 a year
In this county: AdventHealth Palm Coast uses the system-wide 250% FPL threshold for 100% charity discount — more generous than HCA Florida's 200% FPL standard. The modeled $39,900 income gate is the 250% FPL single-person 2026 threshold; scales up by household size. The Amounts Generally Billed (AGB) cap protects uninsured patients from being billed more than insured rates even for non-FA-eligible accounts. Critical operational detail: AdventHealth requires the FA application + income documentation before charity is applied — uninsured patients should call Financial Counseling at 800-462-0490 BEFORE non-emergency services if possible to start the assessment early. Emergency care is provided regardless of ability to pay; FA application can be filed afterward. The Palm Coast Foundation may provide supplemental hardship help for patients in unusual circumstances; ask the hospital social worker for a referral.
Housing Assistance in Flagler County
Flagler County Home Repair Assistance (SHIP rehabilitation, roof replacement, senior barrier-free modifications)
County · FloridaFlagler County Housing Services helps low- and moderate-income homeowners repair the home they live in. Owner-Occupied Rehabilitation (up to $80,000) fixes major systems such as the roof, electrical, plumbing, windows, accessibility, and wind protection. Roof Replacement (up to $25,000) helps when insurance requires a new roof, the roof leaks, or it has less than 6 years of life left. The Senior Barrier-Free Home Modification grant (up to $12,000) is for homeowners 60 and older and pays for ramps, wider doors, walk-in showers, grab bars, comfort-height toilets, and lever handles. Help is usually a deferred loan that is forgiven over time, with no monthly payments. These are not emergency repairs, and there is a wait list. Apply online year-round; call 386-586-2324, ext. 3622, for help with the application.
In this county: You must own the home, live in it, and have a homestead exemption; you cannot be in foreclosure or behind on your first mortgage. Households up to 80% of area income qualify, with priority at 50% and below. The screen here uses the 2026 one-person 80% limit ($58,450); bigger households have higher limits. There is a wait list — six months to a year is common. Help is a deferred, forgivable loan: if you sell during the lien term, the unforgiven part is repaid. The senior barrier-free grant is only for homeowners 60 and older.
Nutrition in Flagler County
Programs here typically provide services worth $1,500–$5,200 a year to an eligible household.
Flagler County Senior Services — Meals on Wheels + Congregate Dining + Respite
County · FloridaFlagler County Senior Services is a department of the Flagler County Board of County Commissioners — uniquely positioned as a county-government-operated AAA delivery partner rather than a 501(c)(3) nonprofit. The program is funded by federal Older Americans Act grants, the Florida Department of Elder Affairs Community Care for the Elderly (CCE) program, and the Flagler County General Fund. The Meals on Wheels program delivers home-delivered meals to homebound Flagler County seniors — five individual meals are delivered once per week (vs. the 5-day-a-week delivery model used by most peer counties); all meals are diabetic-friendly with low salt content. There are no fees for Meals on Wheels; recipients have the opportunity to support the program by donation. Additional services include congregate dining at senior centers, CCE case management, homemaking/personal care assistance, respite care (in-home and in-facility), nutrition education, screening, and information & referral. The Flagler County Nexus office at 2199 Commerce Parkway, Bunnell is the primary intake site. Apply by calling 386-586-2324 extension 3623.
Estimated service value: $1,500–$5,200 a year
In this county: Flagler County Senior Services Meals on Wheels is genuinely free — no fee, donation-only — but uses a notable delivery cadence: five individual meals delivered ONCE PER WEEK, rather than the 5-day-a-week delivery model used in peer counties. Seniors who need fresher daily delivery may not find this model adequate, and the once-weekly delivery requires adequate refrigerator capacity at home. Eligibility requires age 60+, Flagler residency, and homebound status documented through a case manager visit. Congregate dining at senior centers has a lower bar (60+ and ambulatory) and may be more accessible for active seniors. CCE-funded homemaking and respite services use sliding-scale fees based on income and sponsorship — service start can be delayed by waitlists during budget-constrained periods. The 386-586-2324 main number routes to a county switchboard; ask for Senior Services or extension 3623.
Transportation in Flagler County
Programs here typically provide services worth $800–$6,000 a year to an eligible household.
Flagler County Public Transportation (FCPT) — Senior Paratransit
County · FloridaFlagler County Public Transportation (FCPT) is the county-operated demand-response paratransit system serving Palm Coast, Flagler Beach, Bunnell, and the rest of Flagler County. FCPT is a pre-scheduled, shared-ride, door-to-door service focused on the elderly and people with disabilities — the average client age is 62, reflecting the system's senior-skewing role. The system provided over 110,000 trips in the most recent reporting year. Trips within Flagler County cost $2 per ride. Buses accommodate wheelchairs and walkers. Trip purposes include non-emergency medical, employment, education, banking, errands, and other quality-of-life trips. Eligibility uses the Florida Transportation Disadvantaged (TD) framework: age 60+ OR documented disability OR low-income status qualifies the rider. Reserve rides by calling 386-313-4100 four to five days ahead (the schedule fills fast, and there is no same-day service).
Estimated service value: $800–$6,000 a year
In this county: FCPT is demand-response paratransit only — there is no fixed-route public bus system in Flagler County. Reservations are required (typically 48 hours in advance) and same-day rides are usually not available. The cross-county medical trip pathways to Volusia, St. Johns, Duval, and Alachua are unusually generous for a small county and reflect Flagler's geographic position between major Florida medical hubs (Daytona, Jacksonville, Gainesville). Florida TD eligibility (60+ OR disability OR low-income) is broad, so most seniors qualify, but the binding constraint is trip capacity — the system has been criticized publicly for service deficiencies, and some applicants face waitlists during peak demand periods. Confirm current operational status when applying.
