Manatee County Health Care Plan (Indigent Coverage)

County · Florida

The Manatee County Health Care Plan is Manatee's safety-net health coverage program for low-income uninsured adult residents — joining Hillsborough's HCHCP, Pinellas's PCHP, and Polk's Healthcare Plan as the fourth county-funded broad-coverage program in the catalog. The Plan is overseen by the Health Services Division of the County's Public Safety Department and covers residents age 18 and older with household income within 300 percent of the Federal Poverty Level who are uninsured and do not qualify for Medicaid or other insurance. The provider network is comprehensive: physicians, advanced registered nurse practitioners (ARNPs), physician assistants (PAs), clinics, community and specialty hospitals, behavioral health centers, surgical centers, hospice, and governmental health entities — all reimbursed at current Medicare rates. The County also operates a Prescription Assistance Program (separate eligibility: residents 18+ at <100% FPL OR residents 60+ at <125% FPL) and an Ambulance Fee Payment Assistance program. We Care Manatee is a separate nonprofit safety-net partner that provides free medical care and specialty referrals to uninsured Manatee residents. Enroll in the Manatee County Health Care Plan by calling Health Services at (941) 749-3505.

Estimated bill savings: $1,500–$18,000 a year

In this county: The Manatee County Health Care Plan is meaningful coverage for adults aged 18-64 only. Once you turn 65 and qualify for Medicare, plan enrollment ends and you transition to Medicare (potentially with the Medicare Savings Programs / Extra Help to help with premiums and prescriptions). For seniors 65+, this Plan does NOT apply — the senior-equivalent paths in Manatee are Medicare + the Medicare Savings Programs + LIS (federal benefits already in this check). HOWEVER, even for 65+ seniors, the Manatee County Prescription Assistance Program is separately available for residents 60+ with incomes <125% FPL — call (941) 749-3505 to ask about that pathway specifically. If you are uninsured and ineligible for Medicaid in the 60-64 bracket, the Manatee County Health Care Plan is one of the most valuable bridge-to-Medicare benefits in the cluster.

Senior Connection Center Senior Meals + ADRC Services (Manatee)

County · Florida

Senior Connection Center, Inc. (SCC) is the nonprofit Area Agency on Aging and Aging and Disability Resource Center designated by the Florida Department of Elder Affairs for Planning and Service Area 6 — covering Hillsborough, Polk, Manatee, Highlands, and Hardee counties. SCC has served older adults and people with disabilities in this five-county region for more than 40 years. For Manatee residents, SCC coordinates Older Americans Act Title III nutrition through contracted local meal providers: congregate dining at senior centers across Bradenton, Palmetto, Ellenton, and surrounding communities, and home-delivered Meals on Wheels for seniors who cannot prepare meals or attend a congregate site. The Manatee County Human Services Aging Section also operates as a parallel intake point within the county government, complementing SCC's PSA 6 coordination. The SCC Elder Helpline at 1-800-963-5337 is the integrated entry point for the full PSA 6 senior service portfolio — calling triggers a phone-based needs assessment by SCC's Long-Term Care team. Eligibility is age 60+ and Manatee residency for congregate meals; home-delivered additionally requires functional documentation of homebound status or inability to prepare meals.

Estimated service value: $1,800–$12,000 a year

In this county: Congregate meals require only age 60+ and Manatee residency — call the SCC Elder Helpline at 1-800-336-2226 to be referred to a Manatee meal site. Home-delivered meals additionally require documented homebound status or inability to prepare meals — an SCC case manager makes that determination through a phone-based assessment, and most service categories operate a prioritized client list (waitlist). There is no income or asset test for OAA services, but participants are offered the option to contribute voluntarily based on means; no one is denied for inability to pay. The Manatee County Human Services Aging Section also operates as a parallel entry point within county government — for some Manatee residents, calling the county directly at (941) 749-3030 can be a useful alternative path to SCC's intake.

Transportation in Manatee County

Programs here typically provide services worth $100–$6,500 a year to an eligible household.

MCAT Handy Bus ADA Paratransit (Manatee County)

County · Florida

Handy Bus is MCAT's ADA-mandated complementary paratransit service for Manatee County residents whose disability prevents independent use of MCAT fixed-route buses. The service is door-to-door, shared-ride, and on-demand — trips must be reserved before 5:00 p.m. the day before. Handy Bus is currently a fare-free program. The service area is the 3/4-mile ADA-required corridor along each active MCAT fixed bus route — meaning Bradenton, Ellenton, Palmetto, and the Gulf Beach communities along MCAT routes are well-covered while inland and eastern Manatee may fall outside the corridor. Eligibility is functional: the general test is the inability to use fixed-route buses due to disability. Importantly, ADA paratransit eligibility is NOT based on age, income level, perceived inconvenience of bus service, or even merely on having a disability diagnosis — only on whether the disability functionally prevents fixed-route use. Apply by calling MCAT at (941) 748-2317 for an ADA paratransit service application (the general MCAT line, (941) 747-8621 ext. 3567, also takes applications), or download it from mymanatee.org. If you disagree with MCAT's eligibility determination, an appeal can be requested in writing within 60 days.

Estimated service value: $1,200–$6,500 a year

In this county: Handy Bus eligibility is FUNCTIONAL — disability diagnosis alone does NOT qualify. The test is whether your disability functionally prevents use of MCAT fixed-route buses. Eligibility is not based on age, income, or perceived bus-service inconvenience. This check can tell you that you appear functionally eligible to apply. Service is only available when both origin AND destination are within 3/4 mile of an active MCAT fixed-route corridor — much of inland and eastern Manatee falls outside this corridor. Trips must be reserved before 5:00 p.m. the day before. An appeals process is available within 60 days if MCAT denies your application. Apply by calling (941) 747-8621 ext. 3567.

MCAT Fare-Free Buses + Handy Bus Paratransit (Manatee County)

County · Florida

Manatee County Area Transit (MCAT) buses are free to ride: the county says the whole MCAT system is fare free, including the fixed routes serving Bradenton, Ellenton, Palmetto and the Gulf beach communities, the Port Manatee ConneXion on-demand shuttle in northern Manatee County, and the Handy Bus ADA paratransit service. Fixed routes run Monday through Saturday from 5:30 a.m. to 8:00 p.m.; Route 99 links Bradenton and Sarasota. There is no separate senior fare because no rider pays a fare. Riders who cannot use a regular bus because of a disability can apply for Handy Bus door-to-door service (941-747-8621); the county's Transportation Disadvantaged program schedules rides at 941-748-2317. Rider Information Line: 941-749-7116, mcat@mymanatee.org.

Estimated service value: $100–$800 a year

In this county: Fare-free service is a county policy that can change; MCAT's pages say the system is 'currently' fare free. Handy Bus paratransit still requires ADA eligibility, and the Transportation Disadvantaged program requires an application with income verification.

Utility Assistance in Manatee County

Programs here typically lower an eligible household's bills by $400–$3,500 a year.

Manatee County LIHEAP + Season of Sharing + EHEAP Emergency Aid

County · Florida

Manatee County's utility and housing safety-net programs are operated by Step Up Suncoast (formerly Manatee Community Action Agency, 6428 Parkland Drive, Sarasota) under the county's Community and Veterans Services Department. The Low Income Home Energy Assistance Program (LIHEAP) provides electric (and occasionally gas) bill assistance for income-eligible families in Manatee and Hardee counties. Season of Sharing (SOS) is a one-time emergency assistance program for Manatee and DeSoto county residents covering rent, mortgage, or utilities — strict one-time-only across the entire program history (households who have previously received SOS cannot reapply). The Emergency Home Energy Assistance for the Elderly Program (EHEAP) is a senior-specific energy crisis pathway for households with at least one member age 60+. Turning Points is the contracted one-stop center providing emergency rent and utility assistance to very low-income Manatee residents at risk of eviction or homelessness. All these programs share eligibility intake based on household size and gross income, with assistance on a sliding fee scale for residents at <200% of the Federal Poverty Level. Apply for LIHEAP online through Step Up Suncoast (no appointment needed); Season of Sharing requires an online appointment. Call Step Up Suncoast Client Services at (941) 827-2887 with questions.

Estimated bill savings: $400–$3,500 a year

In this county: Manatee's safety-net programs have distinctive eligibility quirks: (1) Season of Sharing (SOS) is STRICTLY ONE-TIME — households who have received SOS in any prior cycle CANNOT REAPPLY, even years later. This is unusually restrictive among FL-cluster emergency-aid programs (most peer counties allow re-application after 12-24 months). (2) LIHEAP is available year-round subject to funding. (3) EHEAP is senior-specific (60+ household member). (4) LIHEAP is applied for online through Step Up Suncoast; Season of Sharing requires an online appointment; questions go to Step Up Suncoast Client Services at (941) 827-2887. (5) Turning Points is a separate contracted nonprofit safety-net partner that may have available capacity when county direct programs are closed. The sliding-fee gate is approximately 200% of the Federal Poverty Level; specific sub-programs may have stricter eligibility.
